The Priority Neighborhoods GIS feature class dataset assigns each census tract in Oakland a level of priority in quintiles from lowest to highest, determined by seven demographic factors: 1) People of Color [25% of score], 2) Low-Income Households (<50% Area Median Income) [25% of score], 3) People with Disability [10% of score], 4) Seniors 65 Years and Over [10% of score], 5) Single Parent Families [10% of score], 6) Severely Rent-Burdened Households [10% of score], and 7) Low Educational Attainment (less than a bachelor's degree) [10% of score]. The Priority Neighborhoods GIS dataset was developed as part of the DOT's Geographic Equity Toolbox. Version 2 (this version) of the dataset relies upon 2019 5-Year American Community Survey (ACS) data. This version is the latest version. The previous version, Version 1, relied upon 2017 5-Year ACS data. This dataset includes expenditures by candidate campaign committees filed on FPPC Form 460, Schedule E. The Election Year, Election Date, Candidate and Office have been added for each transaction based on the committee's Statement of Organization (FPPC Form 410) and FPPC ID (Filer ID). The data is current as of the last modified date on this dataset.

This dataset includes itemized contributions (contributions of $100 or more) to campaign committees filed on FPPC Form 460. The transaction data includes both monetary and non-monetary (in-kind) contributions. The Election Year, Election Date, Candidate Name and Office have been added for each transaction based on the committee's Statement of Organization (FPPC Form 410) and FPPC ID (Filer ID). The data is current as of the last modified date on this dataset.

This dataset summarizes Oakland campaign committees with deliquent campaign filings. Under the Oakland Campaign Reform Act, any person required by State or local law to file a campaign statement or report with the local filing officer, must file the statement or report in an electronic format with the Public Ethics Commission. The Commission publishes the names of campaign committees and officers with filings that are more than 45 days overdue.

Please note that this list is subject to change and the dataset below may not include all delinquent filers or reflect the most recent activity. Posted filers are removed from the list after filing their past-due campaign statement(s) or two years have elapsed since the applicable filing deadline.
